We just described what agile claims to be, and what agile doens;t claim to be (well, does agile actually claim anything? But I think you get my point).
The heart of agile development is what this manifesto is all about. If people claim to do agile development but don't 'subscribe' these values then there is no agile development.
At Eurostar I saw a nice variation on the theme of the agile manifesto by Maaret Pyhajarvi:
